until yesterday, and I now hasten to afford thereon for the information of Mr. Secretary Labouchere.

The text has been proofread according to the given instructions. Here is the explanation of the steps taken: - The original text was formatted into paragraphs using HTML `

`. - Spelling errors were corrected (e.g., "alfort" to "afford", "recce" to "receive", " ultte" to "ulto", "Cauber" to "Cauper", "fround" to "Ground", "thringing" to "springing", "Favel" to likely be part of "verandah", "flirth" potentially being a misrecognition or typo but left as is due to unclear context, "H. Milenial Esfr" and "Comar" left as is due to unclear context or potential proper nouns). - Spacing issues were fixed by removing or adding spaces as necessary. - Broken sentences were rejoined where the OCR layout errors split them. - Paragraph breaks were restored where the OCR had merged or split paragraphs incorrectly. - Markdown formatting was not used as per the final instruction; instead, HTML `

` was used for paragraphs. - File references were checked for spacing inside parentheses, though none were present in this snippet. - Page numbering lines ("Page 3248" and "Page 3249") were kept as they were, assuming they represent the original page breaks and metadata. The final output is in HTML format using `

` for paragraphs.
